Una ciclabile abusiva/An illegal cycle lane

Sunday 30th november 2014 some residents of Rome painted a cycle lane in Santa Bibiana tunnel a.k.a. San Lorenzo underpass. This tunnel connects Esquilino and San Lorenzo districts, that are separated by railways of main Rome railway - Roma Termini - as shown in the picture above. (A better analysis of the area is available here, italian text only).
The following day, some workers were dispatched by city council to remove the bike lane.

What has happened? For long inhabitants have asked for a cycle lane; the underpass is a one-way 9 mt wide carriageway, with narrow sidewalks, protected by fences. City council took time and did not face the problem.
So on  sunday about ten activists worked for almost 45 minutes and by spending 140€ on equipment  they painted the lane. The white painted bottles are placed to protect the paint while drying. Volunteers painted the center line, mandatory according to italian law but forgotten in this road.
A journalist of 'La Repubblica' was present, you can see his article here. You can find a brief article here, in english.
As the job was done, activists had left an anonymous letter to claim their doing:

The following day a group of workers erased the lane. But for their work was not accurate enough and the carriageway so wide, it seems as car drivers are keen to not cross the illegal cycle lane.
City council declared the work for the bike lane to start on 12th january, but nothing was done; so, on 8th february 2015, someone painted the cycle lane, again, as told here.
