Di panchine e terrorismo / About benches and terrorism

A quanto pare c'è un supercattivo in città: il gruppo di nuove panchine installate sotto le Due Torri.
Apparently there is a new villain in town: a group of benches placed under Due Torri.
E, come tutti i supercattivi, ha una fedele spalla: il dissuasore, o fittone.
And, as every villain, it has a trusty sidekick: the bollard.
Riassunto delle puntate precedenti: le Due Torri sono uno dei simboli della città di Bologna, ma sono al centro di una raggiera di strade, poco sicure da raggiungere a piedi dalla vicina Piazza Maggiore. Il Comune decide di riqualificare la strada principale e di ampliare le già esistenti aree pedonali: in questo modo le Torri saranno tutelate, e saranno tutelati i cittadini e i turisti che vanno ad ammirarle.
Ma 'dietro' al simbolo della città c'è uno spiazzo, uno spazio tra le torri e la chiesa retrostante, una piazzetta poco utilizzata poichè da essa non si accede nè alle torri nè alla chiesa, non è uno spazio di transito, perfino la rastrelliera che vi è collocata è poco usata.
Appena più a sud, il Palazzo della Mercanzia non è in condizioni migliori: si affaccia su una piazzetta triangolare, teoricamente il perfetto cannocchiale prospettico per ammirare la facciata riccamente decorata. Ma il traffico impedisce alle persone di sostare, l'area è poco attraente, uno slargo invaso da auto, uno spazio di risulta. Dal punto di vista storico, la piazza nasce dopo l'abbattimento delle mura del 1000, o mura di selenite; eliminato il muro, qui si collegano l'antica città romana dalla struttura a rete perpendicolare e l'insediamento longobardo con strade a raggiera. Il Comune decide di chiudere al traffico una delle strade e limitare l'accesso veicolare all'altra strada.
La scelta progettuale è eliminare il gradino tra marciapiede e la carreggiata e sostituirlo con una fila di fittoni: i pedoni possano attraversare in ogni direzione, anche le persone in carrozzina, famiglie coi passeggini, passanti con trolley; saranno le auto a essere costrette, non le persone. Lo spazio antistante il palazzo viene messo a disposizione dei cittadini e fornito di sedute.
Previously, on Bologna: Two Towers are one of the symbols of the city, but they are in the middle of a radial pattern of streets, it is unsafe for a pedestrian to reach the place from Piazza Maggiore. The city Council decides to renew the main street and to enlarge the pedestrian zones: Two Towers will be protected, and so will be protected citizens and tourists.
But 'behind' the towers there is a small area, between towers and a church, a place seldomly used, for it does not give access to towers nor the church, even the bike rack is rarely used.
South to the towers, the Palazzo della Mercanzia is not in a better situation: it is standing on a small triangular plaza, it should be the perfect frame to the richly decorated façade. But the cars do not allow people to stare at the building, the place is not welcoming, a left over. Here once stood the defensive wall called 'mura di selenite'; as the wall has been teared down, here they meet the perpendicular road network of the roman city and the radial pattern of the lombard place. The City Council decides to turn a street in a pedestrian area and to reduce the access to the other road.
The design of the area avoid steps between carriageway and sidewalk, in its place there is a line of bollards: pedestrians can walk freely, even persons on wheelchairs, family with strollers, tourists with trolley cases; cars will be constrained, not people. The area in front of the building is given to pedestrians and enriched by seats.
La scelta è di usare semplici blocchi di pietra di forme diverse disposti in file regolari, un compromesso tra varietà e ordine, cercando di evitare sia la confusione sia la noia e la ripetizione.
The decision is to place simple stone blocks of different shapes placed in rows, a compromise between variety and order, trying to avoid confusion and boredom.

Il risultato è in parte discutibile: le forme non legano bene col contesto, il colore delle pietre è un po' troppo freddo se rapportato ai rossi e i gialli di Bologna. In difesa del progetto va notato che gli edifici che si affacciano sono talmente diversi l'uno dall'altro, per epoca, materiali e motivi decorativi, che risulta impossibile definire un elemento di comunione. Gli elementi inseriti devono collegarsi a edifici medievali...
The result is somehow disputable: the shapes do not link to the buildings around, the tone of the stones is a bit too cool, compared to the reds and yellows of Bologna. To be fair to the project, one must admit that the surrounding buildings show the widest variety of age, materials and details, it would be impossible to find a linking item. The new seats must go along with medieval buildings...

Dal punto di vista pratico mancano porta rifiuti e una illuminazione dedicata. Diverse persone useranno queste sedute per mangiare all'aperto e sarebbe opportuno avessero un porta rifiuti a portata di mano, o, come al solito, ci si lamenterà del degrado, senza aver fatto nulla per evitarlo.
On a practical point of view one misses some bins and lights. People will be seating here to eat and it would be useful to give them a bin to dispose of trash, else, as usual, we will be complaining about the mess, without having put any effort in avoiding it.
Il lavoro è stato attaccato in modo aggressivo (isterico?): dal critico d'arte Sgarbi che ha paragonato le panchine all'Isis (qui le prove) all'associazione Italia Nostra che tira in ballo gli squali per mostrare il proprio disappunto sui fittoni. Nessuna critica costruttiva, nessuna proposta: il centro storico è perfetto così com'è, non bisogna toccare niente.
Nessuna considerazione per la necessità, il diritto, delle persone di godersi lo spazio pubblico (come scrivevo già qui), mentre il problema della protezione del pedone viene liquidato con l'educazione: l'automobilista va educato a rispettare gli spazi pedonali, non si sa bene da chi o come.
The project has been attacked heavily (histerically?): by art critic Vittorio Sgarbi, who had compared the benches to Is (here, italian only) and by Italia nostra, that had compared the bollards to shark teeth (here, italian only). Not constructive criticism nor a proposal: the historic core is perfect as it is, there is no room for an improvement.
Not a thought about the need, the right that people has to enjoy the public space (I wrote something here, on the matter), while the problem of pedestrian safety is put aside by talking of 'education': the car drivers should learn to respect pedestrian areas, but no one knows who will teach them and how. 
Nel frattempo una chiesa in via San Felice sta cadendo a pezzi, assieme alla chiesa sconsacrata di San Giuseppe, dietro alla centralissima 'Arena del Sole', assieme ad un edificio in Via Galliera, assieme a tanti altri edifici, meno nobili delle piazze simboliche del passeggio, ma struttura vera di un centro anche storico, ma certamente abitato, oggi forse dimenticato.
Meanwhile, churches in ald town are falling apart,as residential buildings do, less noble parts of a 'historic city' that, historic as it is, still is a city, made of people and houses, not only of untouchable symbols.
